Issue

The command that locks a draft Product Order when its invoice is sent: checks billing, draws the invoice number <project_number>-<NNN>, and freezes tax rate, shipping, bill-to and totals. Withdraws the DRAFT preview. Not printing, and not a field-report issue (issueNumber on Site Image).
